Maybe some productive stuff could be found for the lower ranks to do, while there is no master to teach around.

Which is often, given the ratio between masters and learners.

Well one part of rolepalying is quite simple..
You use your imagination!

I created games for the lower ranks to do but tbh, everyone can take part in that kind of stuff.
Most of the times i combined them with a certain task which had something to do with a particular lesson but hey, a game of tag is something everyone can do.

So yeah, be creative its your world just keep it realistic.
